Part V of the Bill provides for the confennent on the Commission on
Administrative Justice of oversight and enforcement functions and powers
over this Bill. Clause 21 lays down the functions of the Commission.
Clause 22 provides for the conduct of inquiries into complaints. Clauses
23 and24 set out powers of the Commission as regards investigations.

Part VI of the Bill contains miscellaneous provisions. Clause 25
imposes an obligation on the Commission to prepare annual reports on its
functions for the laying before the National Assembly. Similarly, public
entities are obliged, under clause 26 to prepare and submit to the
Commission reports on various aspects of access to information. Clause
27 empowers the Cabinet Secretary to make regulation, in consultation
with the Commission, for the better carrying into effect the provisions of
the Bill once enacted into law.
