(b) a proportionately elected member, be made by any
member or the Attorney-General.

(3) An application under clause (1) (b) may, in the case of(a) a directly elected	 member, be made by any 

member, any person entitled to vote at an election 

in the electoral area for which the member was 

returned or the Attorney General; 

(b) a proportionately elected member, be made by any
member, or the political party of which the
proportionately elected member was a member at
the time of election and which nominated the
person as a member or the Attorney-General. 











(4)Where a person, other than the Attorney-General, makes
an application under this article, the Attorney-General may
intervene and may appear or be represented in the
proceedings.
(5) An Act may provide for(a) the circumstances and manner in which and the 

imposition of conditions upon which an 

application may be made to the Constitutional 

Court for the determination of a question under 

clause (1); and 

(b) the powers, practice and	 procedure of the 

Constitutional Court in relation to the application. 

83.(1) There shall be a Speaker and a Deputy Speaker of the 	
National Assembly, each of whom shall be elected by the
National Assembly, in accordance with the Standing Orders,
or, in the absence of Standing Orders, in accordance with the
procedures approved by the Assembly, from among the
members of the Assembly.
(2) The National Assembly shall not transact any business,
other than the election of the Speaker, at any time when the
office of Speaker is vacant.
