pecuniary penalty;
of a law which imposes a

(iv) for the conduct of proceedings before any court or
tribunal that have commenced or are reasonably
contemplated; or
(v) for the protection of national security;
(f)
compliance would prejudice a lawful purpose for the
collection; or
(g) it is not reasonably practicable to obtain the consent of the
data subject.
12. Collection of personal data for specific purpose.
A person who collects personal data shall collect the data for a lawful
purpose which is specific, explicitly defined and is related to the
functions or activity of the data collector, or data controller.
13. Information to be given to data subject before collection of
data.
( l) A person collecting personal data shall inform the data
subjec t about(a) the nature and category of data being collected;
(b) the name and address of the person responsible for the
collection of data;
